Manila pillar has been update fot correct work over ssl. Manila doesn't connect to keystone, because communication protocol is wrong. Apache and HAproxy not setup to HTTPS. Related-PROD: PROD-23507 Change-Id: Ie4e6b4fe69bbd6a4d9f188e34cf4158820c769b5
