Adding pre-up script for SRIOV net. interface The patch adds pre-up script for SRIOV network interface instead of used rc.local file for this that is actually more rational in this case. Change-Id: I368aa78afb4ac541f149332fa66f1a2cccc33c85 Related-PROD: PROD-21329
