Parameterize value `enabled` for cloudwatch-api

Reason: Heat CloudWatch API has been removed from
openstack Queens and above.
Stacklight team have fired Alert about heat cloudwatch but
its a false positive since in recent heat this cloudwatch
is not longer present.
