Add RECLASS_VERSION to cookiecutter test jobs

This patch ads RECLASS_VERSION parameter to the following jobs
with v1.5.4 by default
 * Generate reclass cluster << cookiecutter_template >>
 * test-mk <<cookiecutter_template>>
