Contrail 3.1.1 fix for discovery to static assignement

- Analytics servers should be defined in DEFAULT.collectors
  not DEFAULT.server
- No more than two servers for analytics (primary and secondary)
- No more than two control nodes for DNS
- No more than two control nodes for API

otherwise configuration fails:
- vrouters are losing all SNAT namespaces.
- vrouters are no more able to send their versions and analytics metrics.
