Setting OS_INTERFACE to internal for rc v2 Whithout this option v2 rc would not switch openstck utility to use internal endpoints. Critical for nonroutable proxy network as controller does not have address in it. Customer-Found Change-Id: I00c7bb2cd51f48316d252964f1e0b3b5e5ed267c
