Update kitchen.yml file for 'sre-team' tenant and drop Salt 2018.3 tests

	- Add default value for OS_PROJECT_NAME parameter
	- Update OS_INTERNAL_NETWORK_ID parameter
	- Disable Salt 2018.3 tests
