Add CSM, FCI and availability dashboards for grafana

CSM requires holistic view of the cloud rather than specific
metrics, this dashboard will include memory, vcpu, disk
consumed by tenants and the cloud overall.

Grafana CSM dashboard will provide the following metrics:
  - Cloud overall
  - VCPU %
  - Ephemeral storage %
  - Memory %
  - Network %
  - Number of hypervisors
  - Number of hypervisors rebooted
