Unhardcode SolidFire options this patch makes it possible to set sf_allow_template_caching and sf_provisioning_calc for the SolidFire backend in Cinder. Related-PROD: PROD-34109 Change-Id: I520b2f51c8254798e33b5534f3b2cc7b9c8c077b
