Fix default behavior of cassandra backup state: - fix crontab schedule; - do not set cassandra backup via cron by default as it should be explicitely configured and controlled by cluster operators via cluster model. Change-Id: I353c1fd1a8c13e06927ab623d920e07f97b77380 Related-PROD: PROD-27054
