Thrift: C# Bindings.
Summary:
C# generator, library, and MS Build task contributed by imeem.
Reviewed By: mcslee
Test Plan:

I'd love to say I installed Mono or Portable.NET and built the C# code,
but I did not.
Revert Plan: ok
