Bump shelljs and grunt-contrib-jshint in /lib/js Removes [shelljs](https://github.com/shelljs/shelljs). It's no longer used after updating ancestor dependency [grunt-contrib-jshint](https://github.com/gruntjs/grunt-contrib-jshint). These dependencies need to be updated together.
