      "message": "Remove python 3.8 support\n\nIn this cycle, oslo library are dropping the\npython3.8 support. Without oslo libs, Tempest\ncannot support the python 3.8. Tempest can be run\nin virtual env and upstream CI also test the stable\nsupported branches in virtual env.
