Add Tempest gate job for stable/victoria Now we have stable/victoria branch ready for devstack and so does for all service projects. This commit adds the Tempest testing for stable/victoria by adding new jobs running on stable/victoria version of openstack. Change-Id: Ibf6f167793bc157c915ebbcd3ce860207e8fa21b
