Remove input-scenario config options

input scenarios functionality has already been removed
from tempest and corresponding config options also been
deprecated and schedule to remove in Ocata-
 Ie7814bd50f1c57c5f8da8355f665f09c9ac8e2d9

This commit removes the deprecated input-scenario config options.
