Add releasenotes to mark the start of Queens support, newton EOL This commit adds the releasenote to start the Queens support and needed for version 18.0.0 to release. Along with that this also marks end of support for Newton in Tempest Change-Id: I8aec5e91a2c54cc8a5dcdbb0f42ee575c10119c4
