Use a helper to create aggregate In AggregatesAdminTestJSON, the multi lines of creating aggregate repeated for many times, so this is to use a helper to create aggregate, so to make the code focus on main test steps. Change-Id: I3625fa9073ebe09a43e9ebeb5a117890f9385189
