Use stable branch upper-constraints till 2025.1 2024.1, 2024.2 and 2025.1 supports python3.9 jobs and since with[1] py3.9 pins are dropped from master upper-constraints, so these jobs can no longer use master constraints. With this patch making these branches to use stable constraints.
