Add unit test for floating_ips_client We have a plan to migrate service clients to tempest-lib from Tempest. However, we are not doing enough tests for service clients now. This patch adds unit test for floating_ips_client. Change-Id: Ibbb6439d31f5379bcb5e92e8bf49bcab9ad51a0f
