  "message": "Turn off sitepackages\n\nFully decouple the versions needed for tempest from the underlying\nsystem. This will help make it possible to pin library versions on\nstable branches to the library version used when the branch was\ncut, while allowing master global requirements to move beyond that\nversion.\n\nNote: We previously enabled sitepackages everywhere to avoid\nrecompiling indirect dependencies that were pulled in via the\npythonclients.
