Add volume backed instance coverage to API tests The only coverage we have for volume backed instances is the test_volume_boot_pattern scenario test. Run the test_create_server module using a volume backed instance to add better coverage for this case. Change-Id: Icfb68ad2a5561e9d27026443a6258bfdb7d419f0
