Add reboot_server() helper The new helper waits for the server to become ACTIVE again after the reboot. This saves us a few lines of code in various tests, and is also useful for the whitebox-tempest-plugin (see dependant patch). Change-Id: I5c89983de0cbdae91c868fc3fefdc45b9a96fa68
