  "message": "Start using oslotest for tempest unit tests\n\nThis commit starts using the oslotest library. The fixture\noslo-incubator library is still left in the tree because I didn\u0027t\nsee the Config fixture in the library tree yet.\n\nAlso, it\u0027s probably worth noting that if the lock fixture is moved\nfrom incubator to the library that oslotest will become a runtime\nrequirement on tempest.
