Add glance to service_available config group This commit adds a new config option, glance, to the service_available config group. This option is used to specify whether glance is running or not. It also adds skips for the appropriate api tests. Change-Id: I732b4d1d273bce4ba9d702bd3dbaae2bc5442e35
