Add unit test for server_groups_client We have a plan to migrate service clients to tempest-lib from Tempest. However, we are not doing enough tests for service clients now. This patch adds unit test for server_groups_client. Change-Id: I92253b75772a63f56beb8730706ed4e8c09e69f3
