Deprecate image v1 service clients Glance has removed the image v1 APIs in Victoria cycle: https://review.opendev.org/c/openstack/glance/+/738673 Tempest still support Ussuri release which is last release where image v1 APIs are present so we need to keep them until stable ussuri is supported in Tempest but we can deprecate them.
