Remove test_agent_management tests
The test_agent_management tests are duplicated entirely in
neutron-tempest-plugin. In addition, since both tests modify the
agents at the same time, they can cause each other to fail.
The only external references to these tests are in exclusion lists
or in lists of tests that should fail due to agent support not
existing in the particular driver.
