Add cinder CLI tests to tempest Basic, read-only tests for Cinder CLI client. Checks return values and output of read-only commands. Change-Id: Ib1168f40cb8edb4c2ad28155889dc6a7063b16ad Implements: blueprint cinder-cli-tests
