Update "create_server" to wait until status is 'ACTIVE' Pass wait_until='ACTIVE' parameter to "create_server" method, so 'create_test_server' function in common/compute.py waits until the server status is 'ACTIVE'. Change-Id: I239db7165c62dda28329cdc840f4ddb8a139fce8
