  "message": "Add tempest plugin testing in stable release testing\n\nTempest master define the job roles and other setting which\nimpact the stable release testing. To avoid breaking the stable\nrelease testing, we do run stable release jobs in master gate. But\nwe did not cover the tempest plugin testing.
