End support for stable/victoria This marks the end of support for stable/victoria which is EM now[1]. This remove the stable/victoria jobs and also adds relesenote to mark the end of support of Victoria. [1] https://releases.openstack.org/ Change-Id: Ia63cdc682a32a2bcfd748f924368db6028b64d8c
