Add Tempest gate job for stable/2024.2 Now we have stable/2024.2 branch ready for devstack and so does for all service projects. This commit adds the Tempest testing for stable/2024.2 by adding new jobs running on stable/2024.2 version of openstack. Change-Id: I7db9f28c10153b7f2e5bbe44581ebbaee95b5955
