Improve sf-notifier worker management

- tune uwsgi with feature flags based on
  https://www.bloomberg.com/company/stories/configuring-uwsgi-production-deployment/
- add second HTTP process for redundancy
- increase worker lifetime to 1 hour
- handle Prometheus metrics in multiprocess mode
