trivial: Fix HACKING.rst nits causing rendering issues Currently the HACKING.rst documentation is published here: https://docs.openstack.org/patrole/latest/HACKING.html And it is apparent that underneath the [0] section that some of the hacking checks are incorrectly formatted like [T109].
