Add Patrole gate job for stable/victoria Now we have stable/victoria branch ready for devstack and so does for all service projects. This commit adds the Patrole testing for stable/victoria by adding new jobs running on stable/victoria version of openstack. Change-Id: Icf6a2c86b92937089f7e3af96eec5ad6b1304e8d
