Keystone tests - v2 Endpoints

Endpoint test for Keystone version 2 api endpoint

- making create service accessible in the base and is called in _create_endpoint
- refactored create endponts and create service
- base files with the internal methods mostly removed
- edits made to reflect the change from kilo to master w.o data appends
