Removes force_backup_delete test Tempest has removed support for force_backup_delete and does not currently have any plans to add it back in [0]. As such, this test should be removed. [0] https://review.openstack.org/#/c/461625/ Change-Id: Id456b384e2302c08a785add184ce0b0dd9642f4b
