Add pip install patrole command to pre_test_hook.sh. Add sudo "pip install -e ." inside patrole directory to install the plugin so that Tempest automatically detects it. Change-Id: I6ca2c5dcf1f3e265ea0abd5f5f1f9e89b01e98f1
