Create or attach interface should use specific network In deployments with multiple networks, tests that create or attach an interface will fail for the following reason: "Multiple possible networks found, use a Network ID to be more specific." To fix this, the tests should use the network created in the resource_setup Change-Id: I10dc91252244fe05b513891ee8871965d398d351
