Make create_server tests more policy-granular This PS makes the tests in test_create_serve rmore policy-granular by removing create_test_server from the ``override_role`` contextmanager blocks because the function can call many different policies. Change-Id: I299db38b1ab8f5233de44643aca052b9c34bb7ce
