[TrivialFix] Use tempest.config instead of oslo_config.cfg This is to use tempest.config in only 2 test files that use oslo_config.cfg. This is done for consistency with all other test files and because Tempest's config loads in plugin config options too so it is better to use it. Change-Id: Ib360382c4543544d379a51aadcd3d419ef74bcfb
