Add octavia-v2-dsvm-scenario-ubuntu-xenial job This patch adds a xenial scenario job to test xenial controller host with a xenial amphora image. This is intended for testing the stable branches. Change-Id: Iba83543ac92db547fb276947039b00722cf1acee
