      "message": "Migrate neutron-vpnaas tests to neutron-tempest-plugin\n\nAs discussed in the neutron_ci meeting [1] the QA team would like to\nmove the tempest tests for the stadium projects from their repos to\nrepos specific to being tempest plugins.
