Copy tempest.common.tempest_fixtures in to Neutron tempest_fixtures is used exclusively in Tempest and Neutron, therefor I don't think it makes sense to move it in to tempest.lib. I'd rather copy it in to the Neutron repo. Change-Id: Ibb52e2cae3f1af1569a04123c43ebc4d125e326d Related-bug: #1555356
