Have vpnaas job definition inherit irrelevant files The neutron-temptest-plugin-vpnaas jobs are being run even if files like setup.cfg are updated. Instead of updating its irrelevant-files definition, update the default one so it can apply to all neutron* repos. Change-Id: I36b73c44bf65ef4b467a1cceccea2138ba75dd8d
