[Stateless SG] Add negative API tests for Stateless SG This patch adds negative API tests which checks that: - port can't be created with both stateless and stateful SG, - SG with different type than already used can't be added to the port, - toggle 'stateful' attribute of SG when it's used by port, Change-Id: I70089725f590c346e976bc579dd78d6cf374f0c3
