Stein: fix failing jobs

* neutron-tempest-plugin-api-stein can be fixed by adding
ADVANCED_INSTANCE_TYPE and ADVANCED_INSTANCE_USER to job definition
* neutron-tempest-plugin-scenario-linuxbridge-stein can be fixed by
disabling logging service plugin.
