  "message": "Add update tests for policies and rules\n\nThis patch adds tests for \u0027update\u0027 for both policies and rules. This\ncompletes the CRUD tests and leaves the association/disassociation for\na later patch. Note that deleting a rule isn\u0027t tested explicitly\nbecause of a bug with the rule delete logic on the server side. Once\nthat code is fixed, the test should be added.\n\nto_dict() for policies should also convert any rules inside rule lists\nto dicts too, otherwise API layer receives rule object __repr__ strings\ninstead of actual dicts.
