Allow test runner to pick the number of workers We are hopeful that the change will speed up the job so that it doesn't hit default job timeout of ~3h, while also not destabilizing the gate. Change-Id: I9f15a58298013bc9d14135169cf8d6b1538c3ce1 Closes-Bug: #1742200
