Skip snapshot cloning if there is no capability

Share drivers can support snapshots ('snapshot_support'),
but needn't support cloning snapshots into
shares ('create_share_from_snapshot'). Tempest tests
acknowledge this capability, however, a scenario test
is missing an appropriate skip decorator.
